I played in Regionals a couple years ago and played with an erased mountain card. I also played against opponents whose whole deck was in French rather than English.
For the upcoming Vintage tournament at your store, will Foreign cards with erased text boxes be legal tender?
Also, what is the protocol for the "proxy" cards? Doesn't having a paper copy of a card compromise the deck's ability to shuffle correctly and honestly?

Foreign cards are always legal. Most graphical modifications to a card will probably be allowed, especially if the card is sufficiently simple, and the title of the card is still clear. As for proxies, I think the best way is to just write on a card with a sharpie honestly. You can get more advanced by cutting or burning off the face of a foil, and printing on a blank card. I would guess that putting paper in a sleeve isn't allowed.
